The International Court of Justice in The Hague will publish a legal opinion Friday on whether Israel’s occupation of the West Bank is legal, or if Israel’s control over the West Bank and East Jerusalem constitutes an illegal permanent annexation.

The opinion is nonbinding and won’t immediately force Israel’s hand, but a ruling against Israel would probably lead to greater international sanctions against the settlement movement.

Human rights activists with knowledge of the details submitted to the court said that a decision establishing the illegality of Israeli control over the West Bank would be another step in the fight to end the occupation, particularly in the international arena.

Residents of the central Tel Aviv neighborhood that was rocked by a drone strike in the early hours of Friday morning have been describing what they experienced.

“The whole building shook,” said Alon, a local resident. “My neighbours’ windows shattered so I was sure something had hit the building. It was only when I went outside that I realized that several buildings had been damaged.”

Roey Klein, a paramedic with the Magen David Adom emergency services was among the first to arrive on the scene. “I was in an ambulance and there was already quite a commotion there. I treated two people who were injured in the street and another two who were at home at the time. Shortly afterwards, we found the fatality on one of the top floors of an adjacent building. He was in bed and there was shrapnel damage everywhere in his apartment. We had no choice but to pronounce him dead.”
